The Betsy Lehman Center for Patient Safety is a small, dynamic agency of the Commonwealth of Massachusetts that fosters a statewide program of research, data analysis and information-sharing aimed at engaging health care agencies, providers, and consumers in initiatives that enhance the safety and quality of patient care in the state.  The Center, named for a Boston Globe health columnist who died in 1994 from a preventable medical error, was re-established by Chapter 224 of the Acts of 2012, An Act Improving the Quality of Health Care and Reducing Costs through Increased Transparency, Efficiency and Innovation. It is supported by and shares space with the state’s Center for Health Information and Analysis (CHIA).

The Betsy Lehman Center seeks a senior manager of health policy and analytic initiatives to advance the Center’s work through policy analysis as well as the management of initiatives aimed at accelerating the pace of improvement in health care quality and safety across the state. The successful candidate will report to the executive director of the Betsy Lehman Center. The position will remain open until filled.

This is a full-time position based in the Center’s office at 501 Boylston Street, Boston MA.  The position will remain open until filled.  


  • Review, manage and promote policy efforts and initiatives aimed at improving patient safety in the Commonwealth with an understanding of the Center’s goals, the policy context in which it operates, and the ability to combine and synthesize data and information from multiple sources
  • Identify emerging issues and, when needed, oversee the development of policy positions and recommendations for action by the Center in partnership with senior staff and/or stakeholder organizations
  • Identify and analyze reports, peer-reviewed studies, statistics and other materials on relevant topics; prepare reports detailing findings, recommendations, or conclusions
  • Provide health policy content expertise for the Center’s legislative activities, research, tool/resource development, and other initiatives
  • Evaluate legislation, proposed regulations and other emerging policies that affect the safety of health care in Massachusetts
  • Lead work groups of staff and/or stakeholders to develop, update, and affect policy change in the patient safety arena
  • Build and maintain working relationships, liaise, and collaborate with relevant health policy agencies, legislative committees, and organizations and serve as an effective liaison for the Center to members of its advisory committees
  • Develop policy-related program activities and oversee program requirements, including managing staff or interns, and selection and oversight of consultants when needed
  • Prepare written summaries and reports of policy and data analyses and provide input to written reports and other materials for internal and external distribution. Prepare charts, graphs, tables, and presentations; author or co-author health policy reports, presentations and articles
  • Prepare effective advocacy materials including background papers, issue briefs, talking points, amendments, correspondence, public comments and public testimony on behalf of the Center as needed
  • Prepare and submit proposals to external funders


  • Master’s degree in a relevant discipline (e.g. public policy, law, public health)
  • 5 years of professional policy experience
  • Demonstrated ability to conduct thoughtful and accurate analysis, research and writing in a relevant discipline and ability to organize information and concepts clearly, concisely, and logically
  • Excellent written and oral communication skills
  • Demonstrated ability to plan, prioritize, and manage multiple competing priorities.
  • Ability to learn new information quickly
  • Ability to take initiative and work independently, as well as to function as an effective member of a small team
  • Experience in managing projects or project teams, and demonstrated ability to meet project milestones and deadlines
  • Familiarity with the Massachusetts health care system and current health care policy issues; prior experience in patient safety work is a plus, but not required
  • Knowledge of federal and state policymaking processes
  • Experience writing project proposals, grants, vendor contracts and other types of business proposals at the local, state and/or federal level
  • Proficiency in Microsoft Office including Word, Excel, Access, and PowerPoint.
  • Experience using statistical software, such as SAS, is a plus
