The mission of the Center for Health Information and Analysis (CHIA) is to enhance the transparency of the Massachusetts health care system and to provide objective, reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access and outcomes. CHIA is the agency of record for Massachusetts health care information and acts as the principal repository for health care data collected by the Commonwealth and is responsible for maintaining such data in a secure payer and provider claims database, known as the Massachusetts All Payer Claims Database (APCD). By law enacted in 2012, CHIA was established as an independent agency of the Commonwealth. Prior to the passage of this law, many of the functions and responsibilities of CHIA were performed by the Division of Health Care Finance and Policy.

Reporting to Director of Data Transformation & Release, Senior Agile Data Warehouse Developer position presents an opportunity to work with a team on the cutting edge of medical claims analysis and health care reform in Massachusetts.  As a Senior Agile Data Warehouse Developer for the Agency’s SQL Server and Netezza assets, the individual will be responsible for the day to day administration of Warehouse extracts and Data release provisioning of the agencies large database assets using Microsoft SQL Server 2012, ETL and Netezza development tools. This will include modeling, system design and monitoring of main database updates, data aggregations, release datasets, and ETL graphs. The Senior Agile Data Warehouse Developer will interact closely with Data Base Administrators and systems personnel to develop processes that will simplify and/or automate routine tasks to clean, standardize and enhance data.  Work will involve development and implementation of the All Payer Claims Data (APCD) and Case Mix Warehouse applications. The individual will became a knowledge expert on APCD and claim level based data and will enthusiastically share the knowledge with interested parties.

This position will remain open until filled; the full time salary range for this position is $90,000 - $95,000 annually.

Specifically, the Senior Agile Data Warehouse Developer will:

  • Oversee and adapt process for agile data warehouse development
  • Administer, maintain develop and implement policies/procedures for ensuring the security and integrity of the database environment
  • Assist with the automation, configuration, deployment and performance tuning of database maintenance and enhancement processes
  • Work closely with developers in adopting agile development process
  • Modeling and implementation of schemas, databases and marts
  • Proficient with ETL tools, extracting data from various sources, development and deployment of SSIS packages
  • Write and maintain scripts to inject agile techniques and methods into data warehouse development process
  • Develop Stored Procedures, and Functions as required
  • Develop complex programs, queries, stored procedures, views, triggers and functions
  • Develop business intelligence dashboards

Preferred Qualifications:

  • At least 5 years database and/or programming experience
  • At least 1 year of experience modeling and designing relational, normalized databases & marts, semantic layers and dashboards
  • Experience in software delivery using agile methods (such as Scrum), including sprint delivery and continuous integration
  • Experience in designing and building data structures from granular normalized transaction level to de-normalized data warehouse aggregations
  • Must possess a working knowledge of SQL Server / Oracle / DB2 or Netezza
  • Must have a demonstrated ability to work independently within a team environment
  • Perform technical troubleshooting and provide consultation to development teams
  • Enthusiastic, positive and entrepreneurial approach to complex technical challenges
  • Strong interpersonal and communications skills are a must
  • Knowledge of or desire to learn health care systems, policies and health care related data
  • Experience developing SQL stored procedures, views, triggers, and functions - or similar tools using Oracle / DB2 or Netezza
  • Working knowledge of SQL Server 2008/2012 tools - Management Studio, SQL Server Profiler, SQL Reporting Services – or similar tools using Oracle / DB2 or Netezza
  • Experience in implementing command-line level automation
  • Working experience with BI Software – preferably OBIEE
  • Experience performing data standardization working with large and diverse data
  • Bachelor’s degree in Computer Science, Engineering or related discipline or equivalent work experience and technical training is required.
