The mission of the Center for Health Information and Analysis (CHIA) is to enhance the transparency of the Massachusetts health care system and to provide objective, reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access and outcomes. CHIA is the agency of record for Massachusetts health care information and acts as the principal repository for health care data collected by the Commonwealth and is responsible for maintaining such data in a secure payer and provider claims database, known as the Massachusetts All Payer Claims Database (MA APCD). By law enacted in 2012, CHIA was established as an independent agency of the Commonwealth. Prior to the passage of this law, many of the functions and responsibilities of CHIA were performed by the Division of Health Care Finance and Policy.

The Information Technology Group at CHIA is seeking a Network Administrator to help fulfill its mission. S/he will work with a very talented team of IT professionals within the IT Operations Unit.  The successful candidate will be driven and enthusiastic and want to make a tangible impact on a critical component of the Commonwealth’s healthcare reform program.

This position will remain open until filled with preference going to those who apply within the first 14 days. The full time salary range for this position is $80,000-$90,000 annually.

Detailed Duties:

Reporting to the Director of PMO and IT Operations, the Network Administrator will:

  • Perform highly complex technical and operational IT support work, and systems analysis and administration and/or lead the work of others engaged in routine to complex IT support
  • Analyze, design and develop operational procedures; reviews, analyzes, and resolves operational problems; and applies automation tools to resolve operational problems
  • Install, operate, administer, maintain and upgrade complex operating systems; provides technical assistance to users; assists in the transition of data between systems on multiple platforms
  • Perform help desk functions for more complex problems, including coordinating the development and implementation of problem resolutions; coordinate hardware, software and service repairs
  • Analyze, monitor, research, and test changes in security, operating systems, system software on multiple computers for compatibilities, performance, and capabilities in operational matters; and deploys new or enhanced system tools
  • Maintain security by monitoring and ensuring compliance to standards, policies, and procedures
  • Update job knowledge by tracking and understanding emerging network security practices and standards
  • Responsible for the escalation through appropriate channels of all systems related issues/problems
  • Communicating all system-related issues to office staff through channels set forth by their supervisory and management staff
  • Required to lift up to 25 pounds and push up to 50 pounds of computer equipment


  • Applicants must have at least (A) five years of full-time, or equivalent part-time professional experience in Primarily Network Engineer or Secondary Desktop Support, or (B) any equivalent combination of the required experience and the substitutions below
  • Substitutions: A Bachelor's degree with a major in Computer Science, Computer Information Systems, Engineering, may be substituted for a maximum of one year of the required experience

Preferred Qualifications:

  • VMware Certified Professional (VCP) strongly preferred, or other relevant certification demonstrating technical knowledge and expertise
  • Knowledge of (experience with) Cisco Networks and equipment: Local Area Networks, Wide Area network, Wireless Networks, Switches (Catalyst and Nexus series), routers, ASA
  • Active Directory knowledge to include but not limited to design, implementation and maintenance of schema, DNS, DHCP, Group Policy, trust relations
  • Microsoft Hyper-V
  • Microsoft Storage Space
  • Knowledge of backup systems (multiple vendors)
  • Network monitoring
  • Working knowledge of EMC array storage management/maintenance
  • Working knowledge of Windows Server Update Services (WSUS)
  • Knowledge of Microsoft Windows 7/10 and Windows Server 2012, 2016
  • Working knowledge of Linux Experience (CentOS/Ubuntu)
  • Working knowledge of Microsoft SQL Server or Oracle
  • Working knowledge of Network Architecture, and familiarity with major data center networking products
  • Strong scripting abilities using PowerShell or a similar scripting language
  • Proficient in managing equipment (switches, servers, firewalls etc.)
  • Ability to read and interpret documents such as operating manuals, architecture specifications, “run-books”, etc.
  • Strong deductive reasoning, critical thinking, problem solving, and prioritization skills
  • Ability to present complex solutions and methods to general community
  • Strong team player who collaborates well with others to solve problems
  • Ability to follow detailed process and procedure documentation
